Dr. Leggett received his Bachelor’s degree in Political Science from North Carolina A&T State University and received his Master’s of Science Degree in Counseling from the University of the District of Columbia. He earned his Doctoral degree from Capella University with a Doctor of Philosophy Degree in Psychology. His dissertation focused on the reentry of criminals back into the society and the comparison of two different tracks or modalities in which they are allowed to enter.

Dr. Warren E. Leggett, Jr. is a retired Supervisory Probation/Parole Officer. After serving twenty eight and a half (28 1/2) years at the DC Superior Court Social Services Division/Court Services and Offender Supervision Agency (CSOSA) in the District of Columbia, he retired on August 31, 2015. 

While working as a Probation/Parole Officer he was trained and certified as a Certified Drug Technician through SYNTEX Laboratories, Inc. (SYVA) as well as a Certified Acupuncture Detoxification Specialist (ADS) through the National Acupuncture Detoxification Association (NADA). Dr. Leggett has established and supervised several drug labs as well as administered acupuncture for detoxification. While working in Probation/Parole he worked in the Probation and Parole Resource Center (PPRC), an intensive outpatient treatment facility for probation and parole offenders as a Certified Addictions Counselor and later as a supervisor for the PPRC program. He was also a key committee member in the development of that program.

Dr. Leggett has been an Adjunct Professor at Bowie State University since 2012 teaching courses such as Alcohol and Drug Counseling, Appraisal and Assessment, Addiction Treatment Delivery, as well as Probation and Parole. He is also an Adjunct Professor at the College of Southern Maryland where he teaches Psychology and Human Development. Dr. Leggett has lectured students and presented to audiences on several topics in the areas of drug prevention, drug abuse, education, self esteem, life skills, and criminal justice to name a few. Dr. Leggett has worked as an adjunct professor at Strayer University, the University of the District of Columbia, Catholic Charities (Addictions Certification classes) and the International Graduate University in the Certified Addictions Counselor Training Programs. His areas of concentration were fundamentals of counseling, models of treatment and co-occurring disorders.

Some of Dr. Leggett’s significant accomplishments include a Black Belt in Tae Kwon Do, Master Addictions Counselor (MAC), Certified Clinical Supervisor (CCS), Acupuncture Detoxification Specialist (ADS), and a member of Chi Sigma Iota National Honor Society. Other honors he has received include the Outstanding Young Men of America Award (1985), United States Achievement Academy National Collegiate Award (2003) and Cambridge’s Who’s Who (2008).
